SAN ANTONIO – An ethics complaint has been filed against San Antonio Mayor Ivy Taylor.

Gay Wright, a member of the Alamo Group of the Sierra Club, filed the complaint with the city on March 24.

Wright claims the mayor received campaign contributions from Sam Dawson and his family. Dawson is the co-owner of Pape-Dawson Engineers, a major player in the proposed and contentious Vista Ridge Pipeline project. The project would provide an additional water source for the Alamo City from the Carrizo-Wilcox Aquifer.

Wright alleges that a total of $18,200 has been contributed by the family since the mayor’s appointment in 2014, and that the mayor has voted on the $3.4 billion project “as mayor and as an ex-officio board member of the San Antonio Water System.”

The complaint also states that Taylor accepted a $1,000 contribution from Dawson only four days after the council voted on the Vista Ridge contract.

The mayor issued the following statement in response to the filing:

 “From all the facts we have available, Pape-Dawson was in compliance with the City's Municipal Campaign Finance Code and neither I nor any member of City Council who received donations from Pape-Dawson or any of their officers should have concerns.”

Wright’s complaint will undergo an initial review by the city’s Ethics Review Board to determine if there is merit for further investigation.
