Two candidates are declaring victory in a special Queens City Council election that's still too close to call.
In unofficial returns, Donovan Richards leads Pesach Osina by just 26 votes.
Richards is a former chief of staff to James Sanders, who left office for a seat in the State Senate.
Osina has been active in the Orthodox Jewish community in Far Rockaway, where he helped with Sandy relief efforts.
"While we are still uncertain of the total numbers, when every vote is counted, we will be victorious," Osina said.
"Let's stop the foolish conversation of two councilmen in the district. The numbers do not lie. We've seen the numbers. We have declared victory tonight. We are victorious and we are ready to march on," Richards said.
Absentee votes could ultimately decide the race.
